The hope was that god would create light.

The hope was that everything would be fine even if things got bad.
Exodus 9:13- 14- Disasters strike Egypt - Hail
the hope was that the king would let the Israelites.
Exodus 15:22-27 - Bitter water
The hope is that God would provide fresh water for them
